NCC launches DMS to curb phone theft, boost security

The Nigerian Communications Commission (NCC) has introduced a new Device Management System (DMS) aimed at enhancing mobile phone security and protecting consumers in Nigeria.

In a statement posted on the commission’s website on Monday, the DMS will serve as a ‘Central Equipment Identity Register,’ creating a unified database for tracking and monitoring mobile devices across all network operators in the country.

According to the release, the new regulation, outlined in the ‘Type Approval Business Rule 2024,’ aims to prevent phone theft, curb the use of counterfeit devices, and ensure compliance with established standards.

The DMS will allow the NCC to track devices using their International Mobile Equipment Identity (IMEI) numbers, syncing with global databases to detect and block unauthorized devices.

While the system will safeguard consumers, it is also expected to strengthen national security by curbing phone theft, reducing counterfeit device circulation, and mitigating the use of stolen phones for criminal activities.

However, the NCC revealed that a registration fee will be introduced for all devices connected to the network, separate from existing type approval charges, as part of efforts to increase revenue generation and maintain a secure telecommunications infrastructure in Nigeria.

The commission emphasized that the DMS will protect consumer interests while ensuring transparency and accountability within the telecom sector.
